Cranston Septic System Loan Program
The City of Cranston is pleased to announce that our Community Septic System Loan Program (CSSLP) has been established. This program makes low interest loans available to Cranston property owners for cesspool/septic system repairs or replacements.

Steps & Process

  • Completed application forms, along with the required financial information should be mailed to: RI Housing & Mortgage Finance Corporation, 44 Washington Street, Providence, RI, 02903
  • Questions regarding financial requirements and CSSLP info should be directed to RI Housing at 401-457-1127. Questions regarding Cranston's Wastewater Management Plan should be directed to Environmental Program Manager Ed Tally at 401-780-3173.

CSSLP Loan Terms

Eligible loan amounts for the program range from $1,000 to $30,000. Loan terms are available for up to a 10 year period. All systems financed under this program must include an effluent filter and risers to grade.

Mayor Hopkins Announces Cranston’s Participation in Community Septic System Loan Program

CRANSTON – Mayor Ken Hopkins announced the introduction of the Community Septic System Loan Program in the City of Cranston. This program was developed in partnership with the Rhode Island Infrastructure Bank and the Rhode Island Housing.

The Community Septic System Loan Program offers interest free loans available to property owners who wish to or are required to repair or replace failing septic systems and cesspools in the city.

“This is a fantastic opportunity for residents to complete required work to their septic systems,” Mayor Hopkins said.

Through the program, residents may apply for interest free loans of up to $30,000 with terms of up to 10 years. Grant funding will be administered by Rhode Island Housing and Rhode Island Infrastructure Bank.

According to CSSLP guidelines, loans shall be interest free, however borrowers shall pay a one-time origination fee of $300 and a 1 percent annual servicing charge to Rhode Island Housing on outstanding balances. The term shall be a maximum of 10 years. Residential properties with up to four units shall be eligible.

"This initiative not only ensures compliance with regulations but also promotes the well-being of the entire community," Mayor Hopkins said. "By ensuring that septic systems are properly maintained, residents can help protect the environment and prevent potential health hazards."

Mayor Hopkins thanked Council President Jessica Marino for bringing this program to his administration, his public works and finance teams for establish this program in working with Rhode Island infrastructure Bank and Rhode Island Housing.

Property owners must first acquire an approved RIDEM Onsite Wastewater Treatment System Permit to be eligible for funding. Funding is released to the homeowner when RI Housing receives RIDEM Certificate of Conformance after the work is complete.

Mayor Hopkins said the program's emphasis on providing interest-free loans demonstrates a commitment to making essential home improvements accessible to all members of the community. Hopkins' support for this initiative highlights the city's dedication to promoting sustainable practices and ‘ensuring a high quality of life for all residents.’
